I was wondering if there is a list that states
the implementation date of every newsgroup.
Specifically, I am trying to track net development
and am looking for this information.  Is this
the right forum to ask?

No. The best source is probably the archive of control messages at
ftp.uu.net directory usenet, sub-directory control and the archive of
news.announce.newgroups there (in the sub-directory with the same name).
But these are for more recent years.
I suggest you ask in news.admin.misc and write to David Lawrence at
t...@uunet.uu.net for advice.

    Use your web browser and go to http://www.dejanews.com
This is a newsgroup "search engine." If you choose the "Search" box and
then type "newsgroup creation date" into the search text box and also
click on the "AND" box, you'll get a BIG list of stuff about
bewsgroups. All you EVER wanted to know! Try other search words to
narrow it down.
