  I am not a new user on the Usenet, but I have friends who want to access
the net.  They don't have accounts on any Unix or Bitnet machine.  They
wonder if is there anyway to do it from the PC.  Someone told me that there
are some public Unix system which you can pay to have an account there. 
You dial in that system from your PC, and from there access the Unix world.

  That's all I know.  I'd appreciate more information about this, especially
the name of the public systems.

Well, there are the public access systems you mentioned.  They are published
every week, 2 weeks or month or something (12.5 days?) in the newsgroup
nixpub.list (I think I have the name right.)  There are about 80 some listed,
and they come in most NPAs (area codes) but not all. 

There is also some sort of cross-over between FidoNet (IBM Opus BBSs) and
the USENET, but I'm not in that scene so I couldn't tell you about it, and
it's only on some Fido BBSs.  [look at local BBS list for your nearest
friendly neighborhood Opus, QBBS, or whatever FidoNet BBS]

There are a number of systems that offer free or commercial access
to netnews.  Some of them, like uunet, provide email/news service
for a usage fee (plus telecomm charges paid in a variety of ways),
which means you need something that feels like a UNIX machine
(there are PC programs that support netnews and uucp, or you can run
real UNIX operating systems or imitations).  Other systems provide
you with logins, either free or for a fee.  There's a listing of
public-access UNIX systems that's posted periodically to the net;
I've attached a not-too-recent version below.  There are also
services similar to USENET or BBSs, both commercial and
non-commercial.  Some of them work better with PCs.
