"units" for URI values

For some reason, I had never noticed the URI section in "Units" before,
though it has been there for some time. I would strongly
suggest adding some kind of indicator to the form, rather than relying on
it being in quotes. Adding a "URI:" prefix, in the spirit of RFC1738
(which is about URLs rather than URIs, but addresses the same problem of
distinguishing the names in context) would be an appropriate notation.

Making the distinction solely based on quoting is certain to confuse
authors (especially programmers, who have been taught to quote strings
in most contexts). Also, since the grammar provided in the draft
converts either form to a STRING, the distinction is likely to be wholly
invisible by the time the token is presented to the code.
