This is another example of functionality that is trivial to add to the
style sheet specification, but which can be hard to implement. In the
last sketch of CSS2 [1], the following values are suggested as
additions to the 'display' (then called 'block') property:
block-before | block-after | line-before | line-after
These would allow run-in headings. I still think these can wait for
CSS2; the visual effects do not (IMHO) justify the extra complication
for the first version. A similar visual effect to run-in headers can
be achived by packing boxes 'tight' as examplified in the draft.
