Why should column attributes be inherited over row attributes? I don't
think it makes sense to set a fixed preference for either. An ideal
style sheet proposal would let the author of the document determine which
takes precedence on a table-by-table basis, rather than fixing it
arbitrarily. It wouldn't be much harder to do this than to support
either fixed-precedence option, so this should certainly be a feature of
more advanced versions of CSS.
