If you own Netscape, you already have an efficient HTML-ASCII converter.
1] Load your HTML file into Netscape
2] Choose "Save As..." from the File menu
3] Change the "Save files of type" drop-down to "Text"
4] Change the file extension to something other than .HTM
5] OK
