With HTTP 1.1 and HTTP-NG, included files won't necessitate another
connection. Even with HTTP/1.0 there'd be a win: the most common use for
server-side includes is for common page elements like footers and such -
if those are cached, they are only sent once, so it definitely saves
bandwidth.
