Well, you could start by checking out the HTML Working and Background
Materials at the W3 home which will point you to, among other things, the
HTML 2.0 Spec:

<http://www.w3.org/hypertext/WWW/MarkUp/>

There are also a vast amount of guides and virtual libraries on the Web. You
could start with Ian Graham's guide at:

<http://www.utirc.utoronto.ca/HTMLdocs/NewHTML/htmlindex.html>

You may also want to check out CyberWeb's WWW Development Virtual Library at:

<http://WWW.Stars.com/Vlib/>

And, of course, you should check out the WWW FAQ at:

<http://sunsite.unc.edu/boutell/faq/www_faq.html>

I hope this helps.
