Indeed, this issue is orthogonal to HTML and should remain so. There is an
exceedingly easy way to implement a system to do this external to HTML or any
content type, which does not require content providers to rate or mark their
pages, and places full control in the hands of those who most want it while
still allowing the default behaivor remain as it is today.
