You can of course do this using server modifications. I'm not sure if
NCSA's processed files support includes, but they certainly don't provide
the #if capabilities that you really want. We do it by inserting an
intermediate script into the process - sort of meta-server. That way you
can add support for includes or if conditions. We do #if's on everything
from inline JPEG support to whether the browser supports tables, tables
with images, tables with forms and recursive tables (gotta love moving
standards!).

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
