I've had no problem with Netscape using mailto:. I'm using Netscape
for Windows 1.0N. It does require a mail server be set in the
user's options.

In this case, in netscape.ini

[Services]
SMTP_Server=mailhost@u.washington.edu

I'm sure there's something similar for the X and Mac versions.
