BODY position in HTML3

So, what does the browser do if the author specifies more than one section
to be attached to, say, the top of the window, or if a fixed body section
takes up the entire window, leaving no room for viewing the rest of the
document?

If the intention is to allow things like copyright notices and so on, perhaps
it would be better to define distinct elements for these things and let the
browser deal with them however it likes. A browser might treat them as fixed
panels, or might put them in another window entirely, or what have you.

The ABSTRACT and BYLINE elements from HTML+ (or something like them) might
serve very well for this.
