If the latest URL draft is to be believed, the proper form for the URL
that corresponds to a DOS/Windows file:

A:\one\two\form.htm

is

file://localhost/a/one/two/form.htm

That is, 'file' URLs are *NOT* transparent, but rather should reflect
the actual hierarchical structure of the file system.
