With some help I managed to do what you describe using the www line
browser v2.13 (v2.12 had a bug which they fixed to allow this):

system ("rm sounds/nps_auv.au");
system ("www -o sounds/nps_auv.au file://taurus.cs.nps.navy.mil/pub/auv/nps_auv.au");
system ("sfplay sounds/nps_auv.au &");
