cgi problems

Hi all...

I use the CERN httpd 2.18 beta. And i can't to handle my cgi-scripts
The error report that my NCSA Mosaic 2.4 says is:

Error 500
Internal error: execve() failed

What's wrong?

The body script is as follows:

It's only a sample for my...but don't work...

Of course i add to my httpd.conf the rule
Exec /cgi-bin/* /local/path/scripts/*

What's my problem?
