This would be fine with me, and it would in fact be a WIN. I had
to go to extra pain with my server to try and guess whether the client
supported forms or not. I did this by looking at the User-Agent header,
and then I had to wire into my code knowledge about which release of Mosaic
and Lynx did and did not support forms.

Dan's suggestion would be a win.
