if we have to wait till 2009 for a draft of the IETF URI group,
why not wait until the year 9999 to change a preliminary draft?
Or take the julian calendar right now for referencing all events,
this makes more sense (at least for parsing and computation) than
a RFC for timestamps which has to be changed in 9999 as well.
