Please don't argue for placing annotations on the basis
of offsets. Someone recently pointed out (and out and out,
given the current condition of www-talk!) that as long as
we're in SGML we ought to use anchors (real anchors, not
the HTML element called Anchor) to place annotations. If
the annotated object has an ID already, that will do
instead of an anchor. HTMLplus has the Note element
precisely to provide anchors for annotations.

Now, can anyone see problems with using anchors across
versions?
