Man pages server code, anyone?

I've been working on cleaning things up - there were some nasty bugs,
and I still need to check things to make sure that they are up to
date. Tom keeps telling me to take out the newlines around the <p>'s
in <pre>'s, put them back, remove the <p>'s, remove them both, put
them both back...:-)

I'll make it all available for ftp later this week or early next.
